Govt. to begin sector liberalization - Honduras  


(BNamericas.com) Honduras government will unveil Monday (Sept.) plans to partially liberalize the telecom sector and end the monopoly of state-owned incumbent Hondutel, according to US consulting firm Pyramid Research.


The government expects new operators to activate within one year 150,000 fixed lines in remote rural areas where Hondutel does not operate, adding 45% more lines to the 4,000 operating today, Pyramid analyst Dennis Burke said in a report.


From 005, the market will be fully liberalized and the rival operators will be able to move into Hondutels operating area.


Operators will sign identical agreements with Hondutel to provide local, national and international calls for businesses and individuals, Pyramid said.


Operators will be free to set their own prices for voice and data services. Interconnection with Hondutel will be free until end-005, after which Hondutel will receive 70% of the cost of terminating an incoming international call, as well as a fee for calls to mobile phones.


Mobile operators Celtel and Megatel are well placed to start by offering fixed wireless access, and there are many cable TV operators that can rapidly leverage their infrastructure, Burke told BNamericas, adding he would expect things to move relatively quickly after Maduros announcement.


The government will also welcome applications from startup operators that might wish to build brand new infrastructure or lease it from existing operators.


The only negative aspect is that the existence of potential competitors would reduce the price the government can expect to receive if and when it eventually privatizes Hondutel, Burke wrote.


Honduras government officials were not available for comment Wednesday when contacted by BNamericas.

Vivo plans to offer its customers movie trailers, music videos and erotic clips using CMDA 000 1XRTT technology and wireless applications platform of US equipment maker Qualcomms (Nasdaq QCOM). (BNamericas.com) The United States governments choice of radio spectrum for third generation (G) services will likely influence the choice in Brazil, according to Luiz Schymura, head of telecom regulator Anatel.


Anatel has set aside the 100MHz band for G services, in line with the current European pattern and backed principally by GSM technology. But the US is more likely to choose 1700MHz-850MHz bands for third generation services, based on the CDMA technology requirements, and the Brazilian regulator may provide some room for maneuver within these bands, Schymura said.

Anatel to decide Brasil Telecom squabble by mid-Nov. - Brazil

Anatel must first confirm that Brasil Telecom has met build out goals and immediately afterward will take a position on the Telecom Italia stake, he said.


The regulator Anatel wants to ensure that big players such as Telecom Italia do not abandon investments in Brazil, Schymura said. All arguments would be heard but the regulator would stick to the law, he said.


Schymura would not confirm recent speculation that if Telecom Italia returns to the block, Brasil Telecom would be prevented from launching mobile service. Analysts said local regulations do not allow one company to own shares in two operators competing in the same region.

And that is my point that I make to you.


Capital punishment is killing, and killing in any sense is wrong. No matter what the reason, be it for God and country, revenge, or religion, there is no sense in bringing about the death of another human being. Now, for those who support who support the death penalty, I will not say that you are flat out wrong for supporting it. A strong argument can be made from both sides on capital punishment. It's just that it seems to me that you are contradicting yourselves. Allow me to make a statement and a question. The death penalty is used to punish those who commit murder, but if this is so, then how does the killing of the murderer justice? I mean, why do me kill people who kill people to show that killing is wrong? I would like to make a few points on capital punishment, including the ones of which I have just pointed out.


In the support of the death penalty, it is believed that the threat of execution is enough to make criminals think twice about committing a capital crime. Professional criminals, like everyone else, are aware of the consequences of their actions; the existence of the death penalty will make such criminals think twice. From a utilitarian perspective, the taking of one life may be justified if it prevents the taking of other, innocent lives, whether through the incapacitation of the killer or through the deterrence of other potential killers.


From a victim's standpoint, or those close to the victim, capital punishment apparently offers piece of mind to those who have been hurt. A murderer shatters many lives, not just the victims. Often, friends and families of the victim are tormented by the notion that the killer lives while the victim cannot; what kind of system values the killers rights above their grief? This is true. Many families and friends who have victim to a murderer's doing have suffered tremendous damage both physically and psychologically. The man whom we remove from the scene, therefore, is not the man who, if suffered to live, would have been likely to endanger our safety.


One of the points against the death penalty is that it hasnt been a deterrent to violent crime, but it has been a deterrent to discussions about meaningful responses to violent crime. Right now, anytime anybody talks about violent crime, elected politicians say "death penalty." As a deterrent to other murderers, the death penalty has proved a signal failure, as may be seen by comparing the criminal statistics of those countries where the punishment is in force with those of countries where it has been abolished. When the physical life of a criminal is cut short by this summary and unnatural means, we do not bring to an end thereby the evil passions which prompted the crime. They are not slain; they continue to exist. And, having no longer a bodily tenement, they must wander abroad to prey upon the community and inspire fresh deeds of horror in weak and unbalanced natures whom they obsess. Thus are accounted for those mysterious outbursts of crime which are distinguished by the frequent confession, I do not know why I did it, but something came over me. In view of this fact, the folly of capital punishment is more glaring than ever. Of course, this reasoning is more of a spiritual nature and cannot be proven with physical evidence, but let us not forget old Shakespearian proverb, "There are more things in heaven and earth, Horatio, than dreamt of in your reality."


Anger and fear are passions, and retribution may be left to the eternal justice. Why then should we continue to justify by legal sanction a procedure which, if committed privately, would be murder pure and simple? Why should the State, which represents the people, continue to do in cold calculation deeds which the mere criminal only perpetrates in the heat of passion and madness? In truth no reason can be urged in justification except such reasons as rest on a repudiation of our divinity and our responsibility as divine beings to our fellow man. Theosophists therefore appeal to humanity to lay aside its fears, its prejudices, and its anger, and to replace them by a large-hearted intelligence; and to gain new confidence in the irresistible power of a strong and pure motive. Instead of resorting to clumsy and inefficacious methods of obviating the evils which we permit to grow, let us grapple with the whole question patiently and manfully, assisting our fallen brother in every way instead of heaping fresh woes and disabilities upon him.

The Black Death was one of the most feared plagues in the world. It adapted its' name from the way it would turn its victim a bluish-black in colour. The Black Death spread throughout the entire western world within a mere five years. The plague moved from one country to another by infected people crossing the border or by ships travelling from country to country.


Infected rats would climb aboard a ship in one dock and get of at another. This was the main reason why the disease spread so quickly. During this time ships were the main way to trade and ships were always coming and going.


The Black Death had in decreased the population of almost all the countries in the West. The decrease in the population was so bad that the pre 147 population wasn't reached until the benign of the 16th century.


There are many written descriptions of the plague but one main one by Guy de Chauliac states, " the attack of the plague begins suddenly, and the patient has chills, fever, headaches and body pains. At the same time the lymph glands swell especially in the groin, armpits and neck. Then the swell would open and a disease would affect the lungs.


The immediate result of the Black Death was plague infected ships would drift in the water with all the crew dead. Entire families were wiped out leaving large estates and large sums of money with no legal claims. With little manpower the price of items rose greatly. Entire hoses were isolated, farms became overgrown with weeds and people flocked to the safety of city walls not knowing that they were more vulnerable to the diseases there.


Once the plague had settled down people started people started blaming each other for the cause of the plague. It wasn't till 107 that it was proven that rats carried the disease. All the blaming had caused war between cults that were claiming that the gods had cursed certain people and now it was affecting everyone.


This carried on for a while but eventually died out. The disease still occurs today in every continent except Australia and Antarctica and may never die out.

One reason for the longevity of King Lear is the way it confronts issues that are central and relevant to any society throughout any period of time. The exchange of power between children and their parents and the ensuing conflict occurs in every generation as parents struggle to give up control of their children while the children themselves long for independence. The ingratitude of children towards their parents is a fundamental part of this conflict and one that Michael Ignatieff considers the play principally revolves around. In what can be termed a post-modern interpretation of King Lear, Ignatieff argues that the conflict evident between Lear and his two eldest daughters, Gonerill and Regan, is a result of the most elementary of parental mistakes. He claims that Lear's curses upon Gonerill (I.iv.-44) that attempt to bring barrenness and sterility upon her are far from ravings of dementia but a result of an unspoken primal anger that dwells within all families, which is the fury of old men at the failure of their own powers and the subsequent envy of the sexual ripeness of their own children .


Jonathon Miller heightens the conflict between Lear and his eldest daughters in the BBC production of King Lear in 188 through the use of several effective film techniques, especially during the scene in which Lear curses Gonerill. In this scene, Lear curses Gonerill's beauty and her potential for motherhood as he thinks this is all that matters to her, and sees this as being the ultimate punishment. Gonerill attempts to tell her father, in a nice way at first, that he and his retinue have overstayed their welcome and that the men that follow him have turned her home into "more like a tavern or a brothel?(I.iv.00). Lear seems to be both shocked and frustrated with the fact that Gonerill is confident and assertive enough to speak to him about such a matter, and takes such offence that he attempts to spoil the one thing that he envies of her and sees as being central to her existence ?her sexuality. Gonerill's hands move from her waist up onto her stomach and chest, clutching at her symbols of womanhood, as if Lear might try to take them away from her. Gonerill squirms uncomfortably as her father delivers his speech and the images of the Fool, Kent and Albany in the background show signs of absolute shock as they turn their heads away when Lear calls for her infertility. Lear calls for Gonerill's sterility not because he sees it as being a fitting punishment for her treatment of him but due to a combination of the intense anger and jealousy he felt after confronting her, causing his emotions to take control of his actions. The medium of film allows the director to convey emotions much more explicitly by switching between shots of different magnification, thereby influencing the audience's views on different characters much more easily.


King Lear is supposedly set a few hundred years before the birth of Jesus, meaning Christianity did not even exist at the time and England was simply made up of different types of paganism. However, the audience that the play was written for in the 17th century were overtly Christian and so numerous biblical references as well as Christian themes were incorporated into the production. Jessica Wylie in her religious interpretation sees the one underlying conflict right throughout King Lear with biblical connotations being that between nature and law. She says that right from the opening scene Gloucester introduces us to the concept of masculine law order (represented by the Roman conquerors) contrasted with the feminine chaos of Celtic witchcraft (represented by the spirits of Nature) by using this idea to describe his own two sons . Gloucester emphasises the role of Edmund's mother over his own in the conception of Edmund, identifying Edmund with womb-bearing females, while he goes on to mention, almost immediately, that he has another son "by order of law? Edgar, implying that he is of greater credibility. Jessica Wylie states that the conflict between these two socio-religious systems is shown by Edgar, the son of law who feigns the behaviour of the bewitched and Edmund, the son of Nature who feigns the behaviour of the lawful.


This exclusion of Edmund, the "illegitimate? was carried through strongly in the production of King Lear staged at the Bondi Pavilion on Tuesday 15th May. In the opening scene, Kent and Gloucester are dressed in black dinner suits, evidently awaiting the arrival of someone important. As they are talking, Edmund is standing slightly behind them and out of the conversation, wearing simply black pants and a tight black t-shirt. Once Edmund has been introduced to Kent, Gloucester's constant remarks of Edmund being a bastard come across as being far more serious than just a slight joke but as being deliberate mocking and taunting of him, even though it is by no fault of his own that Edmund was born the way he was and was in fact Gloucester's complete responsibility. The medium of a live on-stage production meant that the actors were able to interact more closely with the audience than if they were simply watching the performance on television. Being in a very small and cramped auditorium where you feel as if you can almost touch the stage allowed the director to make it clear to the audience where conflicts existed within the play, as tension is much more easily picked up.


Personally, I found the conflict between man and nature a minor theme simply used to allow the message of the major conflicts come across in a stronger way. I believe that Lear's inner conflict far outweighs any religious or social conflicts in the play due simply to the fact that if conflict lies at the heart of tragedy then a tragic hero lies at the heart of conflict. Lear's fall from a position of power and authority into a life of rejection and insanity evokes pity from the audience as, despite often being rash and impatient, we feel that he doesn't deserve this much punishment. I see the storm as being a reflection not only of the chaos and disorder that has descended upon Lear's kingdom but also of the conflict occurring within Lear's mind. In fact, I feel that the reason Lear embraces the storm so much is because it provides a welcome distraction from the inner battle he is constantly fighting against himself. My personal background, coming from a conservative, middle-class family and attending a private school, has a definite impact on the value I place upon intellectual control, as it is almost impossible to progress in society without it, making Lear's situation seem all the more tragic.


The conflicts evident within King Lear are not confined to one specific time period or generation and meaning continues to be drawn from them today. The fact that it has survived for almost 400 years indicates the versatility of the play and its ability to transcend historical and social boundaries. The large range of important and relevant issues that are presented throughout King Lear and much of Shakespeare's work not only encourages new productions to be staged, bringing forth new views and ideas, but also promotes a greater awareness of these issues within the general public. This continuous cycle will ensure that King Lear and the rest of Shakespeare's plays remain highly valued and respected for centuries to come.

Is there such thing as a perfect Christmas tree? Believe it or not, there is a perfect tree. Selecting the right tree is not as easy as one may assume. There are many factors to consider. , f For instance, what type of tree should you choose? Should you choose fir, spruce, or pine? What about the cost? How much are you willing to spend? Are you willing to plunk down $5, $50, and even $100 for a tree about which you know nothing? You should know a little about the tree's reputation. How will it look decorated? How do you spot a stale tree? Should you buy from the lot or should you cut down your own tree? I am by no means an expert on the subject of choosing the perfect Christmas tree, but through my past experience, I have developed a process, which, over the years, has benefited my family and friends and can now benefit you. The first step to this process is determining where to go. Most likely, you will purchase your tree either through a lot outside of a department store or through a village farm. In all cases, it will probably be through a lot, unless you're lucky enough to live near an evergreen National Forest, where you can expect to cut down your own tree. Otherwise, you will be joining millions of Americans, including me, on the lot in search for that perfect Christmas tree. If you do in any way have the opportunity to cut down your own tree, my advice is to try it at least once; it is an experience you will never forget. However, don't be discouraged if you end up on a lot, because there are plenty of trees from which to choose. Tree types vary from region to region, so the next step is conducting a quick research on the type of trees that are being sold around your area. Note that Christmas trees falls under three categories--firs, pine, and spruce.


Fir is considered to be the most expensive, followed by spruce and then pine. Depending on your financial situation, and if you are like most families, you will likely choose pine, as do most families, for the simple fact you can pick up one for about $16-$0. (Awkward) Growing up in Maryland, I opened my presents under a pine. Though pine is a bargain, it's maybe time to look at other species, like fir or spruce. I suggest you talk to your family before buying a Christmas tree. Educate them about the various types of trees that are available. Your family might just want something different this Christmas season, besides the old traditional pine tree. The Cadillac of the lot is, of course, the fir tree. You can't go wrong with this tree, but expect to pay top dollars. These trees smell great and retain their needles for weeks. The spruce tree is a great tree, similar to the fir tree, but it differs in cost. It is not quite as expensive as the fir tree, but it is still pretty pricey. The biggest difference between spruce and fir is that the spruce has razor sharp needles, while fir has soft, delicate needles. Thus, keep that in mind, because you never know when someone is trying to sell you a spruce for a fir.


The third step to this process is knowing what to look for in a tree. The first thing you do is visually inspect the tree, making sure that the branches are pointing above 45 degree angle, because anything below that should be considered a dead tree. The second thing you look at is the posture of the tree. It is important that the tree is standing perfectly straight and the height of the tree meets your standard. The third and last thing you want to look at is the butt of the tree. You can tell whether the tree is fresh or not just by looking at its butt. If the butt is dry, the tree is stale. If the butt looks and feels fresh, you are then dealing with a freshly cut Christmas tree. Don't be afraid to ask to see the butt of the tree. The sales person who is selling you the tree may act surprised, but eventually, he is going to realize that he is not dealing with just an ordinary customer.


The final step to this process is time. The biggest mistake many people make when they are in search for that perfect Christmas tree is not having enough time to do so. Many families get into a rush, especially during the holiday season. One way to eliminate time constraints is to make a day of it. Time is the key element in finding the perfect Christmas tree. Once you enter the lot, a person will immediately approach you. Try not to get overwhelmed. Stay calm and let that person know what you're looking for, and above all, be patient. Let your intellectual knowledge take its course.

Mid-term Break C.E. The poem I am evaluating in this essay is titled "Mid-term break" and was written by Seamus Heaney. The poem is about the laying out to rest of a four year old told from his older brother's perspective. I will be dealing with and trying to explain the use of words, images and techniques and their effects on the poem. Starting off with the title. There is a dramatic irony to it that is noticed when read through a couple of times. It relates to the Child's position in that his life was broken short i.e. Mid-term Break. It had not been completed. As one read on one will realise that when the title is decrypted the atmosphere is amplified again. The sad empathetic feeling. This is achieved through a number of factors. The most important is the fact that its told from the brother's point of view. The very first word in the poem is I. This immediately brings the reader into the poem. It opens our minds by making us think, so that the poem can be appreciated, as it should be. "I sat all morning". Here the emphasis is directed on all. This simple word makes us think how long, drawn out and boring this morning must've been for the brother (who is presumably the narrator). Also there's a fearful expectancy, the idea of a suspenseful wait. But where was he waiting? "In the college sick bay". This suggests there is something wrong with the narrator. This hints he may be ill while at the same time helping to reinforce of expecting, suspense. While he was sitting he was "Counting bells". This adds to the continuously surmounting pile of anxiety, fear, expectancy and suspense. This is because he doesn't just hear the bells ringing in the background; he's counting every ring. He isn't just counting out of boredom (although this is one reason). He is counting because the bells are "Knelling classes to a close". A very sinister phrase. Knell is what funeral bells ring with. "to a close." Added with the knelling this mixes to a good effect. The bells aren't mark the beginning of a new class to him, there's a final, definite ending. The alliteration here comes across ads intimidating because of the hard K sounds in "counting", "classes" and "close". In the next line "two 'o' clock" is stated by the narrator. This is important as it indicates how long he has been waiting in the sick bay. Also, when bad things happen the time is etched on ones memory. This is a subconscious thing. The important thing about two 'o' clock is that the neighbours are driving him home. We wonder what's wrong. We think about the evidence of the closing, knelling bells, the sick bay and the neighbours driving him home. At this point I came to a conclusion that something very bad was happening. A funeral! Then begins the second verse. The first line tells us where he is (his porch) and who is there (his father). "I met my father crying". Heaney's word choice here is again representative of the atmosphere. Instead of sobbing or weeping he chooses crying because it comes across as something very painful and paints a picture in ones head of the scene. The next line reinforces what is already a fort of atmosphere and emotion telling us more about his father reading "He had always taken funerals in his stride". The third line "And Big Jim Evans saying it was a hard blow" It made me really feel the last word as a sinking feeling in the stomach. This is a very empathetic verse. Next comes a break, a relief. A kind of contrast like two extremes that helped me realise the extremity of the focused side of sadness, shock and confusion. "The baby cooed and laughed and rocked the pram". There's onomatopoeia to "cooed". It's almost like ones hearing it. This makes it seem more immediate. The line after begins "When I came in". If poems were logical like math (which they are not and hopefully never will be) then this should be in the same line as the one before. There is a reason for this of course. The technique is called enjambment (It's French). It is the continuation of the sense and therefore the grammatical construction beyond the end of a line of verse or the end of a couplet. Used properly as it is here it backs up the mood and leaves one hanging with suspense even if only for a few hundredths of a second. The rest of the line is the start of another enjambment ", and I was embarrassed" which would continue "By old men standing up to shake my hand". All this makes one think. It puts even more emphasis on the relief of the contrast. Upon further reading I noticed that the enjambment continues until the second line of the last verse but I will come to that later. Getting back to the last point, what significance does the narrator stating he was embarrassed have on the story? Well I think it's a change of emotion from being sad and nauseous about the situation. It inserts an awkward uncertain atmosphere of confusion. The next line "Whispered informed strangers" is probably one of the most significant contributions to the poem. One can imagine the silence of the house. Nobody is willing to speak up, out of respect and the same awkwardness of the narrator. The emphasis not put on the people but on the whispers and their affect upon the atmosphere. The alienating, isolated, confusing, and frightened atmosphere. "As my mother held my hand/In hers". As well as being another as enjambment "In hers" shows us that she is comforting herself and he knows this. To be clear I'm not saying that I think this is bad and selfish but that he's frightened even more because everyone's feeling scared and he doesn't feel he has anyone to lean against and gain strength from. His mother "coughed out angry tearless sighs". This shows her discomfort about her position. It conveys the forced nature of her sighs. "Sighs" is onomatopoeia, which is strange when combined with coughed out. "Angry". This sways me to thinking that she may be mad at the driver or just the fact of coming to terms with the death of her child. After all this waiting the ambulance comes with the child. The importance here is the exact time stated. "At ten 'o' clock the ambulance arrived". Just as before with the narrator waiting in the sick bay there is emphasis on the dramatic nature of the event. The ambulance was carrying the "corpse" not the expected child with some adjectives as garnish spread sparsely around. Corpse is quite a medical word and gives a feeling of the remoteness of the dead person. "Stanched and bandaged". Well first of all I'll deal with "stanched". It represents the definitive stop, simply as it exists in the poem. The next part is very interesting if you get the hidden agenda, which is surprisingly flower association. Dating back to medieval times. Flowers used to be used to symbolize many things. Such as romance (rose), orchid (beauty) etc. onto snowdrops which are used in this poem as they represent renewal. This is the second piece of relief from contrast in the story. "I saw him/ for the first time in six weeks" is a very good use of enjambment as it is used for shock not suspense. It then reads "Paler now". Emphasis being set on the now like it's a big shock. It creates a new atmosphere of reflection and quiet. Next comes a reference to Remembrance Day in the form of "a poppy bruise on his left temple". This also provides a literal contrast of the vivid bruise to the pale skin. Some indication of the date is given by the "four foot box as in his cot" This tells me that the story must have been set a long time ago. Most likely pre 60's. I say this as funeral parlors selling coffins made by craftsmen only came about after the 50's and became gradually more popular as time passed by. The poem was written in 166 and because of the layout, tenses, and overall feeling I think it's quite obvious it was written about a personal experience of the writers past. My point being that the box was probably homemade or done by a friend with some kind of carpentry experience. "No gaudy scars". The word gaudy suggests excessive colours, so to me this is a good word choice. It shows the image of the very clean pigment lacking skin with the one vivid bruise where the bumper "knocked him clear". "Knocked him clear" is ironic as the bumper really did knock him clear whereas it could easily have been taken as something else or worded differently. The most literally amazing and by far the most bleaching (mark-leaving) line is the very last. The poem going from sad to happy back to sad then reflective to the end. All these changes are anti-climaxes but all are totally shadowed by the last line which is the climax not cut short by the end but leaving an aftertaste in the mind from all the stimulation. Now, for the last line. "A four foot box, a foot for every year". There is alliteration of the soft 'f', the colossal impact, the fact that it epitaphs the preceding line as two beautiful couplets together, the incredible sadness of it all crammed into one line, the last line! This poem is definitely one of my favourites now that I have took the opportunity to read it so closely. The simple, direct and plain language throughout put forward the stark realism of the event which to me make it even sadder that it isn't glorified. It's completely bare. My theory is that the poem was written as an incredibly, beautiful snowball of words and colours. It gains size and in doing so has more force to impact. There are points that it's not growing in force but this time is spent gazing at the bottom of the hill in awe. It grows and grows and grows until the end where BOOM! It all hits you and you're left buried in it swimming in the words and colours as by that time you're inside it.
